White House: President Wayne Palmer and staff members are in the Oval Office, watching news reports of the nuclear blast. The news reporter comments that prevailing winds may be driving the radiation away from more densely populated areas. Palmer asks Tom Lennox how many people died; Lennox responds that initial estimates are no less than 12,000. Karen Hayes advises Palmer of a call from Bill Buchanan, that 4 more tactical nuclear weapons were stolen along with the one that just exploded. They do not know where these devices are. Palmer calls for an immediate Joint Chiefs of Staff meeting. Civilian air traffic has already been shut down by the FAA soon after the blast. Secret Service personnel move the President and staff to the underground bunker. Palmer wants to make a public statement within the hour.

CTU Los Angeles: Staff members are watching the same news feed. Nadia tells Bill they lost visual of the secondary tactical teams when the blast hit. Milo just checked the satellite and reluctantly confirms all of the field teams were too close when the blast hit and are now dead. Bill asks Morris of the last thing he heard from Jack. Morris says they were engaged with the hostiles, which means they were closing in on Fayed. Bill tells Morris that he needs to know if Jack or Assad was in the radius when the bomb went off.

White House: Secret Service agents escort the President and staff to the underground facility, advising that a “continuity of operations plan” has been activated, the Vice-President has been alerted and is following protocol, and Joint Chiefs and most of the cabinet members are en route to the bunker, with remaining cabinet members routed to “site R.”

White House: Karen calls Bill, and they exchange information. She asks if there’s a chance if Fayed is still alive and may have the other 4 bombs. Bill explains they are still running the intel. Assad is on his way back to CTU; Bill hopes he can help them find Fayed.

CTU: A very shaken Chloe goes back to her workstation. Morris comes over to console her. Chloe exclaims, “Why do people I know keep dying?” She asks Morris to help her re-establish routers, and tells Morris that Jack quit. Morris confirms this, saying he’s “off channel.” Chloe is certain it was because Jack had to kill Curtis. Morris assures Chloe that “he’s there for her.”

Granada Hills: Panic in the streets as emergency vehicles race through the streets. A young blond-haired girl runs across the street and is nearly struck by a red minivan. Inside the minivan are Fayed and his driver. Fayed is in the middle of a cell phone call. He is talking to a man named McCarthy, who sold the nuclear devices to Fayed. McCarthy is upset the bomb went off in his city, and insists he is leaving Las Vegas. Fayed explains his engineer was killed when the first bomb went off, and he now needs someone else with enough experience to reprogram the remaining bombs. Fayed offers twice the amount of a previous transaction. McCarthy shows interest.

Granada Hills: A helicopter has crashed onto the roof of a house. The pilot is dead and a passenger is trapped inside. Fayed seems unconcerned as they drive on. The owner of the house frantically searches for medical help. He approaches Jack, who for a moment is completely stunned but then listens to the man’s desperate pleas. As they run to the house, the man explains he did not see anything hit the chopper; it just went out of control. Jack explains that the chopper was hit by a shock wave. Apparently unaware of the blast, Jack explains it was from a nuclear bomb. The two run back to the house and Jack climbs onto the roof. The chopper’s passenger door is jammed. Jack uses part of a broken television antenna to pry the door open and help the passenger out. The badly damaged chopper falls to the ground and explodes. Jack demands that both men stay where they are. The man explains that he is from Valencia, his wife and children are there and he needs to go back. Jack exclaims that if they go back to Valencia the radiation would kill them. The man leaves anyway. Jack tells the homeowner “if he wants to save his friend, don’t let him go back home.” He calls CTU, demanding to speak to Bill. Jack asks if this was Fayed’s “end game,” and Bill explains that it wasn’t – that there are 4 more nukes out there.
Jack then tells Bill “you need to pick me up.” Bill counters, saying “I thought you were out.” But Jack replies, “not after this.” Jack gives Bill his location at the corner of Glasgow and 15th Street, and Bill arranges a car to be sent to pick him up.
Act One ends at 10:11:43
