Aside from STK in Mactan, there is no seafood restos I know of in Cebu. You have your ihaw-ihaw and chinese restos that may have seafood, but none that is really primarily a seafood resto. Why is that? Noticed Bacolod and Iloilo have and their restos have a varied selection of seafood. Cebu? Baboy ug manok mas daghan kaysa sa seafood. What if mangita ta ug seafood, asa diay ta pwede muadto?

Gamay ra ang seafood-only na restaurant, pero daghan man ang restaurants na apil ang seafood sa menu. Ang naka paets ani, nganong pirting mahala ang seafood diri sa suidad?
I was thinking of a way to answer this so heres my take. I somewhat agree with JamesK, restaurants have seafood in Menu but dont cater to just all Seafood, In any business you want to capture a big portion of the market, so by having different types of food would surely help. And I dont really see a problem with it, as long as they have a portion of the menu that have seafood im happy.
Another thought is Culture, actually Cebuanos love seafood, we know our seafood, we want it reallly fresh, the caveat is since we know so much about our seafood we dont want to spend for itc'mon I wanna hear you say it hehe. With overhead, costs restaurants tend to charge higher for FRESH seafoods ( can u imagine maintaining an aquarium mahal ra ba na, NOT). So what do we do? we go straight to source with PASIL who I think serves really good Tinuwa and all sorts of goodies why would I go to a restaurant charging double Or I can sit by fuente and get some fresh Larang and Bakase with mais at a fraction of price. But if you have the family out and LOLA comes along then I think we could reach for the wallet and treat them to a nice seafood lunch or dinner instead of dragging them to the market at 4am. There are some good restaurants that serve seafood.
So my 2 cents why its rare to see SEAFOOD only restos in the city is the Cebuano Market, its culture, a bit on location (easy access to get fresh seafood at a fraction of price compared sa restos).

When I used to live near salinas drive, sige ko adto sa gudagud ug AA. Nakapangutana ko sa gudagud, less than 50% of their sales is all their seafood, while the rest is their manok ug baboy. Mas daghan sila ug selection nga seafood kaysa AA which was just next door, but still is limited.
Sakto ka Ke25 nga a resto should provide variety, and sakto ka nga its the cebuano culture. Outside of the closed seafood City, and the Fisherman's warf or something across Seafood City who also changed their concept away from promoting themselves as a seafood restaurant (though still with non seafood items), wala na. Maski ang mga resto nga walay aquarium, mahal man gihapon ang seafood nila. So its not the aquarium's overhead that makes seafood expensive.
Hehe D40, I was kidding with the Aquarium part, but yup most restos that serve fresh seafood have a higher price due to certain costs.
