bro unfortunately, I dont buy this type of reasoning. How come other countries (specially first world countries) can implement local and national projects fast. Japan for example, after the tsunami the government did major reconstruction and karon they are just doing the final details.
At the end of the day, if you really want things done the quickest way possible then you do it. Processes are there to guide you, but never the reason for delay.
