    this is about Bahay Pangarap, the president's new official residence

    MALACAÑANG Park was created when rice fields on the south bank of the Pasig River across from the official residence of the President of the Philippines were acquired on orders of President Manuel L. Quezon in 1936-1937. Intended as a recreational retreat, the main features of the planned complex for the park were three buildings: a recreation hall used for official entertaining, a community assembly hall for conferences with local government officials, and a rest house directly opposite the Palace across the Pasig River which would serve as the venue for informal activities and social functions of the President and First Family.

    The buildings constructed by the Bureau of Public Works were the product of designs by Architect Juan Arellano and Antonio Toledo. The prewar park contained, in addition to the rest house, community assembly hall, and recreation hall, a putting green, stables, and shell tennis courts.

    President Jose P. Laurel had the putting green expanded into a small golf after an assassination attempt on him in Wack-Wack golf course. The existing gazebo in the golf course dates to the Laurel administration.

    President Manuel Roxas further improved the golf course in Malacañang Park as well as maintaining a truck garden as part of the food self-sufficiency program of his administration.

    During the administration of President Ramon Magsaysay An estero was filled in joining the properties of Malacañang Park and the Bureau of Animal Industry, as part of a GSIS housing project for presidential guards and other workers.

    The Park grounds were refurbished through the efforts of First Lady Evangelina Macapagal in the early 1960s. She renamed the rest house Bahay Pangarap (Dream House). In the subsequent presidency of Ferdinand E. Marcos, Malacañang Park became increasingly identified with the Presidential Guards. It was during the Marcos administration that the Bureau of Animal Industry building became the headquarters of the Presidential Guards (today as the Presidential Security Group). Gen. Fabian Ver gained jurisdiction over some of the historic buildings, including the recreation hall, which became (and remains) the PSG gymnasium, and the community assembly hall which was turned into the presidential escorts building.

    Under President Fidel V. Ramos, the Bahay Pangarap was restored and became the club house of the Malacañang Golf Club (the old Club House had become the residence of President Marcos’ mother, Mrs. Josefa Edralin Marcos). Restoration was supervised by Architect Francisco Mañosa at the initiative of First Lady Amelita M. Ramos and inaugurated as the New Bahay Pangarap on March 15, 1996 as an alternate venue for official functions in addition to recreational and social activities.

    In 2008, the historic Bahay Pangarap was essentially demolished by Architect Conrad Onglao and rebuilt in contemporary style (retaining the basic shape of the roof as a nod to the previous historic structure), replacing, as well, the Commonwealth-era swimming pool and pergolas with a modern swimming pool. It was inaugurated on December 19, 2008 by President Gloria Macapagal-Arroyo at a Christmas reception for the Cabinet. Administrative Order No. 251, issued on December 22, 2008, placed the administration of Bahay Pangarap under the Internal House Affairs Office of the Office of the President of the Philippines.

    Malacañang Park has always been a recreational park, and is not a military facility. The facilities and area of the PSG are distinct from the demarcation of Malacañang Park (see attached map, circa January 23, 1940, soon after its completion, delineating Malacañang Park, including Bahay Pangarap).

    President Benigno S. Aquino III thus becomes the first President of the Philippines to make Bahay Pangarap his official residence, although previous presidents have stayed there. He is expected to move in within the first or second week of August, 2010.

    A mouthful from Aquino: 19 more spokespersons

    MANILA, Philippines—“Walang japeyks” (no lies or pretenses) would ever come from the lips of President Benigno Aquino III, according to one of his pitchmen.

    But Mr. Aquino thinks he needs at least 19 more spokespersons to help his young administration get its message across.

    “The President instructed all the Cabinet secretaries to come up with an individual spokesperson for all departments,” presidential spokesperson Edwin Lacierda—in effect, the first and main mouthpiece—told reporters Wednesday.

    Lacierda said he had sent a memo to all the departments asking them to appoint their respective spokespersons and coordinate with Malacañang’s newly formed Communications Group.

    Mr. Aquino could have at least 19 new mouthpieces, based on the number of Cabinet-level agencies under the executive branch.

    And the number could swell to more than 60 if each department further appoints a spokesperson down the line for each attached agency. The Office of the President alone has 40 attached agencies, while the Department of Agriculture has 20.


    ‘Walang japeyks’

    Herminio “Sonny” Coloma, one of two Cabinet-rank officials heading the Communications Group, Wednesday said he expected the group to have its hands full in articulating the policies and programs of “a President who tells the truth.”

    “We’re seeing here a very unique situation,” Coloma said in a press briefing. “Tunay na tunay. Walang japeyks. Walang bahid ng pagkukunwari (No pretenses).”

    No central source

    Coloma immediately dispelled apprehensions that having too many spokespersons would only mess up the President’s communication objectives.

    “Not really,” he said. “We cover a very vast field. We are after effectiveness because we see that it’s not realistic to centralize the source of communication, to have only one person talking.”

    During her last few months in office, then President Gloria Macapagal-Arroyo, Mr. Aquino’s predecessor, tapped as many as five spokespersons, including one who exclusively addressed economic issues.

    Told that the Aquino administration was essentially adopting earlier suggestions from Arroyo’s allies to have multiple Palace pitchmen, Coloma said: “If that’s how it appears, there’s nothing wrong with that. We are both aiming for effective communication.”

    ‘3Fs’

    Lacierda Wednesday formally introduced Coloma and former ABS-CBN TV journalist Ricky Carandang, who also heads the Communications Group, to the Palace press corps. The group would be replacing the Office of the Press Secretary.

    In a PowerPoint presentation, Coloma discussed the “3Fs in Public Communication” approach, which he said his group would take to establish “free-flowing communication” between the government and the people.

    The 3F approach stands for “feed in, feed forward and feedback,” he said.

    One plan involved the integration of all government department websites into one that would allow for “all kinds of input and feedback,” Coloma said.

    The team is also planning to make extensive use of social networking sites Twitter and Facebook as part of its feedback mechanism.

    “We really want to know how the people are feeling about how the government is doing its job,” Carandang said. “Really, we want to get the pulse of the people.”

    Coloma acknowledged that President Aquino may also commit “some lapses” in his six-year term.

    “But as you have seen, he is ready to own up to those lapses. He’s open to suggestions for improving himself,” he said.

    Kung iprivatize ang pagcor, meaning mahimo na mosulod ang mga foreign investors, like stanley ho of hongkong, steve wynn of las vegas. mao nay competition sa pagcor. then... 5% franchise tax lang makuha sa government?

    casinos provides a service. entertainment ni sa mga maka afford. sa ilang lingaw-lingaw daghan na kaayo matabangan nila. so for me, bahala na monopolized ang casinos sa pagcor!!!

    will ab-NOY have the guts to call martial law when it is called for? - it would be interesting to have an aquino martial law.. hehehe i wonder what would happen..

    what i question is ab-NOYs political will.. coz right now, all he've done is talk the talk.. i strongly doubt if he can walk the walk..

    if he really is sincere bout this whole presidency thing.. then from day-1 he should have been more active.. but all he did so far was a bunch of media circus...

    and regarding his SONA.. all he did was mudslinging.. which sadly, backfired in all intellectual aspects.. it made me question his intelligence and his choice of speech.. he is a sugar-coated (by the media) TRAPO.... though it doesnt surprise me.. mao man sab hilig sa mga pinoy.. kanang naa drama...

    but still.. he maybe playing dumb this time to hide his sinister machinations.. lets give him a chance.. he is yet to prove himself.. but id wish hed do it sooner.. coz wat we need now is a strong leader

    i hope this president doesnt tarnish the name of his great father..

    Default High court slams Luisita

    MANILA, Philippines — The Supreme Court has ruled that the sugar mill in the sprawling plantation owned by President Aquino’s family had acted in “bad faith” when it reduced its workers’ 13th month pay following a violent strike that left 14 people dead. In a unanimous July 26 decision that was released yesterday, the court’s second division ordered Central Azucarera de Tarlac (CAT), which operates the sugar mill and refinery in Hacienda Luisita, to honor its long-established formula in computing the bonus.
    Noting that the benefit enjoyed for 30 years was only reduced after the bloody strike in 2004, the court declared that “this act of petitioner in changing the formula at this time cannot be sanctioned as it indicates a badge of bad faith.”
    The court also is to decide on the long pending petition for a temporary restraining order filed by Hacienda Luisita against a directive from the Department of Agrarian Reform (DAR) seeking the distribution of the 5,000-hectare sugar plantation to its workers.
    The DAR has ruled that the stock distribution arrangement in lieu of land distribution did not improve but rather diminished the living conditions of the hacienda’s 8,000 workers, contrary to the vision of the 1987 Comprehensive Agrarian Reform Program (CARP).
    The Aquino family has said that the DAR ruling was a reprisal against former President Corazon Aquino who joined calls for the resignation of then President Gloria Macapagal-Arroyo following allegations she stole the 2004 election, a charge Arroyo has denied.
    CARP was the centerpiece of a social amelioration program promised by the late President Aquino, mother of the newly elected Chief Executive. Economists say land reform is a key to lifting a third of the nation’s population from extreme poverty.
    Mr. Aquino did not spell out a policy on agrarian reform in his State of the Nation Address on Monday.

    that doesnt mean that they are portuguese colony catholic na cla...mga insik bya ang tao didto.
