    Group files graft raps vs GSIS president Garcia

    MANILA, Philippines – A group of government employees on Tuesday morning filed before the Office of the Ombudsman a complaint of graft and corruption against Government Service Insurance System president Winston Garcia.

    The group’s lawyer, Alfred Velasco – who is the former head of the Kapisanan ng mga Manggagawa sa GSIS - said their complaint concerned the P1 billion given by Garcia to the Office of the President in December 2004.

    "Ito ay kinukwestiyon namin. Habang ang ibang members ng GSIS ay naghihirap, yung iba nag-reretire na walang nakukuha, ay ganun ganun na lang ang pagbibigay ni Garcia sa Malacañang," Velasco said in a radio interview.

    He said the P1 billion should not have been forwarded to the Palace but instead distributed to the different government agencies, the properties of which are ensured with the GSIS.

    He also said that they would be submitting additional complaints to include other GSIS executives they would also be charging with the same offense.

    In his defense, Garcia had been saying in the past that the money was meant as a donation to the administration during the time the Philippines was in a “fiscal crisis" in 2004, according to Velasco. -

    i didn't know about this, but hey, lawsuits are common these days. besides, they're all (including WGarcia) are good lawyers. The group has their reasons why they are complaining on the 1B much the same WGarcia has his reasons why he gave the 1B to Malacanang.

    I believe the transaction is legal. There is nothing to hide. We should even welcome the complaint para ma klaro gyud ang tinuod...and i want to bet my 2 cents on WGarcia this time.

    Actually, this is an already OLD ISSUE. Ti-aw mo na Dec 2004 pa man diay ni...WHY ONLY NOW? IMHO, gibanhaw lng cguro ni sa mga detractors and those who want to assasinate WGarcia's character in the eyes of the public...

    AFAIK, these group of GSIS workers (well, maybe not all) were long involved in anomalies before Winston cleaned this agency up and their system. Naglagot ra ni sila ky di naman kakwarta sa ilang mga kabuang before nga naandan...

    before, all you have in GSIS were paper files. Dali ra kau maneho-on. Karon computerized na man, lisod na.

    As having a little background on finance, im really impressed by GSIS financial performance.

    as for GSIS's service performance to their members, daghan gihapon ang nang reklamo sa bagong sistema...needs to improve more.

    GSIS receives the contribution of its members, in this case, government employees. GSIS invests the members' contribution and supposedly the profit should be shared by GSIS members but it appears that Malacanang is the recipient of the huge income of GSIS.
    My question is, why is GSIS so generous to Malacanang and too slow to give out the benefits of its members?

    OK, at least u have proven it. now the question is, is this allowed sa GSIS rules and policies on hiring? where is she assigned?

    in google, it only stated that she is a GSIS employee. For all we know, she could've been working there already even before Winston became president.

    and lastly, does this make the Garcias "mosamot ka datu tungod sa GSIS"?
