This law is not applicable since the company is under philippine goverment thus subject to philippine laws.

And i guess our congressmen doest even care about cyber crime, havent heard any law pass with regards to this.

My concern is that, have you consider the format of the mail and how to send it?

Because the people mentioned above belongs to the top organizations. And i guess they have a firewall a SPAM blocker maybe. Emails can easy be filtered tru Title and Body of mail.. so better make variations for this. To make sure that they can receive tha mails.
