yeah, thats the downside for they are only offering corporate accounts here in cebu, fyi. though you get what you paid for. as you can see, in all continents in the world, i can get 1mbps speed or even more =) and thats a big no no to globe.

its shared asymmetric so that is why. but the upload there as you can see can reach 700+kbps to national servers. anyway, high speed upload is not so usable with me for im not hosting a download website =)
