Yup, Puerto Galera in Oriental Mindoro is very popular among college students and call center people, since it's the most accessible beach from Manila. It's difficult to go to the other beaches (like Anilao and Matabungkay in Batangas) if you don't have your own car.
Sure, Galera has good beaches and diving spots, but Cebu has way better ones! Even the beaches here are better! I don't know why anyone from the Visayas would want to go there when you've got all these great beaches, but... it's still a fun place. If anything else, go to Galera for the nightlife, not for diving or for the beach. The nightlife's rockin'! Hehe... A few years back, I LOVED Galera so much that I'd probably beat up anyone who talked about it the way I'm talking about it now

If I can't talk you out of it, here are the directions and some tips:
- ride a bus to Batangas Pier from Buendia (2 hrs)
- board a pump boat to White Beach (a scary 2-hour boat ride in shark-infested seas with huge waves - better travel in the morning)
- look for a cheap room*

- at night: go to the bars on the beach and drink MINDORO SLING
