the video conterpart for ogg is ogm and OGM has a better image quality than AVI and unlike AVI it also support subtitle files.

Seemed unlikely that ogm has lower quality than mp3. OGG is beng used in some professional audio productions

but if your talking about low quality
how bout MID or MIDI files hehe.

If all you want is a smaller file size, just lower the bit rate ... there is no need to convert to another format although that is an option as well. If you don't want to lose quality and save a little bit of space, encode your files in variable bit rate. I've used dbpoweramp before and I still have it installed on the rare occasion I want to convert audio. It converts pretty much any format to any format.

Midi doesn't store actual audio data.
