in laymans term.... federalism is decentralizing of govt, where as the national govt have limited or no control over local region/province on how they run their localities... one good example is taxation... if the national govt has no/little control, they cant dictate the allocations of funds, they may still get a fraction of the collected tax, but the bulk of the collection will be allocated on the localities...
we dont need to pay the subsidy of a project implemented on manila, that most of us, will not gonna use, or pay the subsidy for PNR commuters para dili lang mosaka ang plitihan or mag bayad sa mga ekipo nga gigamit sa osa ka ospital didto sa manila...
taxation is will benefit more on federalism, since our current taxation is centralize, and allocation of budget is also centralize, who licks the butt more will surely get the piece of the barrel... despite that other region is in dire need of support from that tax...
federalism is to stop the monopoly of imperial manila...
now we have problem with rampant corruptions and taxes that are not properly allocated, with federalism enforcement will be much more easier since enforcement would only deal with localities and not on national level... a question for you?, unsa may dali mapugngan kung mag binoang? si kapitan? o si mayor?
