Taphaw man ang iyang tubag, daghan man ang isyu nga balido ug nagkinahanglan ug aksyon sa iyang buhatan.

Let me answer all of that....
Bold paragraphs are the answers of Ahmed Cuizon of LTFRB-7, followed by my answer

I do not wish to defend myself on the accusations made by the letter-sender or her organization, especially now that I am about to leave the Land Transportation Franchising and Regulatory Board (LTFRB) 7.
This is not merely accusations, the people of Cebu knows the result of your leadership. The problems we highlighted in the letter are still happening, the right word for it? - RAMPANT. I dare you to ride a jeep for a whole day, and tell me if it’s a mere accusation.

I have answered her points many times during interviews, some of which she obviously customized to suit her position. I leave it to our clients to judge whether I have done my job or not. After all, they are the ones who best know my performance, not an organization that has failed to raise a whimper over student concerns that would certainly make the Philippines better.

Yes, you did answer some of the concerns we raised here, you answered with promises and unclear plans? And after years of your leadership as LTFRB Director, people still continue to complain why those said problems are so rampant. Why? Because LTFRB-7 haven’t solved it, and just waiting for complain in your office.

Example, If 300 puj drivers are not giving the right discounts to students, and you received 2 complainants, what will happen to the 298 drivers? Of course they will continue their wrongdoings. You have to use your head to expect drastic results. Try to gather a group of students and ask them how much drivers charged them. Some of them don’t even know they only have to pay P6. That’s why we suggested to you years ago to put banners in school entrances and exits to spread the information how much is the student rate, but you decline and said, it’s already in newspapers and TV reports. Most students are Facebook fanatics, not news addicts.

Are we not correct to claim now that you are wrong in this matter? Is student discounts correctly implemented in our city? Be honest, from then you’ll know you failed to strictly implement the said law that LTFRB are mandated.

We try to help you, we suggested good ideas, what’s wrong in that suggestion anyway? Is our suggestions worth too much? It can’t even cost your department P3,000 for all the printing.

What? You leave it to your clients whether you have done your job or not? the evidence speaks for itself. The riding public knows better. Overcharging, overloading, puj cutting trips at night, nightly illegal street parking. What have you done to solve these? Abusers are not afraid of the law, because you are to kind to ignore them.

Is this a kind of legacy you should be proud of? Is President Aquino who appointed you will be satisfied with your end report? We commend you for creating Oplan I Love You last February 14, 2012, wherein you set an operation against overcharging of taxi cabs during Valentines Day, but what have you done to the old unresolved issues? And now, you are leaving them behind.

Let me highlight your words in an interview about leaving LTFRB-7 as Regional Director

“I just feel that my mission in LTFRB-7 is already accomplished. We have straightened out things there. No more issues on corruption, fake franchises and anomalies,
Boooo!!! Accomplished? Issues are left hanging unresolved. We are happy to know if the things you said here are true but don’t tell us please that your mission is accomplished. You failed to implement the laws for passenger’s sake.

As to whether she has actually visited our office as she claimed, our official logbooks where all our clients and visitors register before entering our office do not indicate so. If she could lie on such a simple fact, I wonder what other creative things she can possibly think of.

We visited LTFRB-7 office twice, but I don’t remember that someone logs my name nor someone told me to write my name in a logbook. On our second visit, we asked for a complain section, the guard told us, Kana Ma’am, pointing a booth near to him, near the entrance. The in charge was not around during that time, so we left right away less than 5 minutes, and the guard? He was busy making jokes to a certain woman in front of him. We are not creating things, we are asking you to answer why some issues are still unresolved, when you have the power to make a change.

As to her organization, this is the first time that I have heard of it. I was a student leader myself and I know what issues are relevant to the studentry. I haven’t come across this group protesting against tuition hikes

We are just small organization consists of few members. We discuss issues, we have community programs, we scanned candidates of whom we vote, but we don’t join protest rally. Sometimes, our members have different stands and we just discussed it within the group. I’m sure; it’s not just our group you didn't come across. You were a student leader before? Then, haven't you experienced how rampant is the violation of student discount here in Cebu? I'm sure complains already reached your office about this problem, but were was you to act or give a better solutions to the problem? Whatever you've done about the said problem, it's a failure, because until today, this rampant problem do exist. Don't blame students for not giving you plate numbers of the violators. You should have done your part like hiring people to observed and take the plate numbers of violators, you can have your own catch then, rather than waiting for complainants. You have the power to do that, right?

If this alliance stands for students’ interests, how come it did not at least submit position papers opposing fare increases or attend our public hearings? Did they just organize themselves all of a sudden to bash an outgoing LTFRB official?

We did not organize to aim for negative things. We have positive outlooks and we believe there are still hopes for our country. Please understand that the purpose of the letter is to tell you that we are disappointed by your leadership as LTFRB-7 head because of the issue we observed you failed to solve. From the first few months you served as Director we haven’t said anything against you, nor ask you for sudden results of the said problems. There are a number of times we called your office and we gave our suggestions to help your office to serve better, but we don’t know if it reached you, if not, your people must be lazy too, to handle public suggestions. In the past public hearing you also received a lot of suggestions as reported, where have all the public suggestions now?

I do not want to lift my own bench, but if it is incompetence when an official introduces reforms in an agency that used to be scandal-tainted; if it is incompetence when an official restores public trust in a public office, then I plead guilty as charged.--Ahmed G. Cuizon, regional director, LTFRB 7

Maybe, there was a few reforms in LTFRB7, compare to the past administrations, but those reforms doesn't affect the perception of the riding public about your inaction of the problems they encountered every day, whenever they use public transportation, it remains unsolved. Then, you’ll tell them to complain in your office, but reports will tell you there was a number of complains left unattended in your office. Some letters are even addressed to you. You haven’t answered them; instead you answered the Ice Bucket Challenge.

We challenge you to ride a jeep for a whole day. Observed. And you’ll know what we mean.
