    i remember my friend nag work sa COA den transfer to DBM ni resign xa kay dli niya kaya ang binuhatan sa admin. kay mag issue daw ug budget bsan humana gigasto ang kwarta nga walay liquidation! ang mahayahay ang senior official lang daw kay naa bahin unya ang lower rank luoy kay mao mo issue unya wla madawat bsan gamay...

    Default should COA (commission on audit) be dissolved?

    In the recent instability of this nation from smuggling, crime ...etc... what is this government watch dog doing? COA is not doing its job, more over so many auditing agencies have been created and it costing the govt its fund. I say that this COA should be dissolved in my opinion, for the following reasons stated below..

    1. This agency is a non functioning agency, they are just waiting for whistle blowers then they get into action (ex.. : lamp post during the asean, summit, badana cashier case of cebu city hall)
    2. non income generating agency, it costing the government funds to the salary of idle personnel.
    3. most of them dont know what they are doing and what to audit., merely because people in COA are assigned in different government agency as a watch dog but personnels here what the assigned agency does.

    what about you? what do you think?

    what instability? and what other auditing agencies in gov't are you talking about? ang COA ra man. and how can u dissolve a "vital" agency in gov't? kung sa classroom pa bro, dili gyud pwede walay auditor.

    before anyone criticize this agency, please do some research first, por dios por santo... it is wise to know first what their functions are, their accomplishments, and how they affect governance before even talking negatively (or positively) about this agency.

    1. non-functioning? if not for COA, wala unta basis c Saavedra sa CICC scandal. Wala unta nasakpi c Badana, and lots of unliquidated cash advances. If u happen to know their function, it is basically "AUDIT". and do u know what auditing means? auditing is done only after the project/spending is done. not before, not during...

    2. non-income. of course. how do u generate income when u r only an audit agency of gov't? it's an independent service oriented govt agency, not profit-oriented.

    3. how can u say they don't know what they're doing? do u work at COA? Please note that all COA auditors are CPA's...

    The Commission on Audit (COA) is the Philippines' Supreme Audit Institution. The Philippine Constitution declares its independence as a constitutional office, grants it powers to audit all accounts pertaining to all government revenues and expenditures/uses of government resources and to prescribe accounting and auditing rules, gives it exclusive authority to define the scope and techniques for its audits, and prohibits the legislation of any law which would limit its audit coverage.

    THE PRINCIPAL DUTIES OF THE COMMISSION ON AUDIT

    1. Examine, audit and settle all accounts pertaining to the revenue and receipts of, and expenditures or uses of funds and property owned or held in trust by, or pertaining to, the government.

    2. Promulgate accounting and auditing rules and regulations including those for the prevention and disallowance of irregular, unnecessary, excessive, extravagant or unconscionable expenditures, or uses of government funds and properties.

    3. Submit annual reports to the President and the Congress on the financial condition and operation of the government.

    4. Recommend measures to improve the efficiency and effectiveness of government operations.

    5. Keep the general accounts of government and preserve the vouchers and supporting papers pertaining thereto.

    6. Decide any case brought before it within 60 days.

    7. Performs such other duties and functions as may be provided by law.

    government accounting and auditing rules and regulations;
    responsibility to recommend measures necessary to improve
    the efficiency and effectiveness of government operations.
