    I agree with @M.A.D. here. Davao could pass an ordinance without circumventing existing national law just what Mandaluyong had done, namely (1) 10 p.m. curfew, (2) Ordinance 528, series of 2014, parents or guardians face up to one year in jail or a fine of P5,000 "if (they) permit, allow or cause their child to commit criminal acts" and (3) minors are no longer allowed in computer shops at 11 p.m. to 4 a.m. Though these ordinances might not be silver-bullet solutions, yet these are worthy local laws to prevent violent crimes committed by juvenile offenders.

    And please, let's stop the notion that Davao is safe. Your mayor already said his piece that police could not apprehend these offenders yet blaming the juvenile law author who made the law (R.A. 9344) last 2006 and with amendments (R.A. 10630) just last year.

    Ang mayor kanunay nanawagan nga amendahan ang juvenile justice law tungod kay mao kini ang nakapadaghan sa krimen.
    Ang Davao City Police Office (DCPO) sayong nagtaho nga dunay 30 porsiyento sa crime index dinhi nga gihimo sa mga batan-on.
    Kasagaran sa krimen nga nahimo mao ang kawat nga ang mga suspek nagpangedaron og 10-anyos paubos.
    hinaot ma-usab kani nga balaod...... nahimo na jud instrumento sa buluyagong grupo ang mga bata..

    Pwde man ma-repeal or ma-amend ang usa ka law by the congress and the senate... Of course, although walay power nga mohimo ana si duterte (dili pud cya ka-file ug bill that would amend or repeal kay mayor man siya), pwede ra pud cya ka-lobby. I think naa na pud groups nga ninglobby to repeal juvenile law..
