You are right, there is always a risk ... but when the risk outweights the rewards, why would they even bother? This isn't so much of a problem now, but it was a huge problem in the early days of the internet in the Philippines. I remember in the early days when I lived in Cebu. We used to order stuff from Amazon. After a couple years, they had enough and put severe restrictions to credit cards and types of merchandise we could buy. I also remember some time ago where one of the biggest domain registrars (GoDaddy) completely banned Filipino IPs because there was so much fraud from the Philippines connected to buying domain names. PayPal to my knowledge still does no service the Philippines. I can name other examples, but those are some of the biggest.

My point is ... you are right ... there is risk. But the risk to do businesses where there will little profit is not worth it. Sorry to break it to everyone, but the Philippines is not a very big market. The eCommerce market for the State of California alone is many times the size of the Philippines. Couple that with major fraud (at least some years back) ... the Philippines is NOT worth it.

kung eCommerce lang ang istoryahan bay, ang risk bay the same ra na bisag asa pa ka nga part sa kalibutan mag operate..now, kung muingon ka nga "But the risk to do businesses where there will little profit is not worth it. Sorry to break it to everyone, but the Philippines is not a very big market." then basin ang rason nga dili sila mag operate sa pinas is dili tungod aning mga fraud2, ang rason jud is pobre ta..

I don't know why this has to be up for debate. Companies themselves have spoken out in the past and said why they didn't offer any service in the Philippines (and other countries) ... lots of credit card fraud. It's dumb to speculate otherwise. I don't want to repeat myself. The fact that Amazon once fully supported selling and shipping to the Philippines makes the argument of a poor Philippines moot. Things may have changed in recent years, but I am describing what things were like 4-5 years ago.
