Let's start listing out possible reasons why there are criminals riding in tandem:

    - theft
    - robbery
    - act as gun-for-hire
    - personal reason to kill

    any other?

Ug lastly.. Police visibility Like karon.. Daghan nako nakit.an police nag poste within fuente area...

why not mag butang ug plate number sa helmet unya e register sad every year instead anang binuang nila na sticker. para dali ma trace ang tag-iya sa helmet. Pero dapat dili kaayo mahal ang rehistro, sakto lang gyud para sa helmet.

If it is not costly put a tracking chip on the helmets and each helmet should be registered to a single person only. Make it illegal to lend it to other people and penalize them if they are caught lending those helmets to other people. Use GPS or any wireless communication system to track those helmets all over the city. Correlate the area and time of the incident and you already have a list of suspects to begin with. Also should any helmet be stolen the owner should tell the authorities and it should be marked so that whenever an armed assailant uses it to commit other crimes they can be stopped because of the tracking chip embedded.

This idea works but I think it is in violation of our constitutional right to privacy as well as it might be very costly.

Police in every road we have here I guess. And make sure its not every other day or seasonal, it needs to be everyday.

I'm not blaming the gun sir. Guns are only tools. It can be used by Good or bad people. Let's look at Canada for example. They have strict gun laws, which means total ban of guns. The idea is lessen the gun circulating illegally..

People will always have a reason to kill. I think our best option is to invest in better forensics and penalize those who committed the crime. I think the best way to prevent a crime, is to make it hard to commit in the first place. Even if you go the most developed countries, there will always be people with a reason to kill. By making the tools (guns) hard to acquire and with the police having good turn-over rates when it comes to (crimes done vs crime solved), perpetrators will have 2nd thoughts in doing such an act.
