You could complement/supplement the topic by doing your own research on the philippines. How about that? Obviously the problems the philippines faces is not unique to any emerging nation out there. So making excuses as to why the philippines has unsolvable problems would be ridiculous.
But the funny thing here is that we have a continent in africa one of the most depressed places on this planet plague by wars and HIV and now suddenly there is a news that is overwhelmingly positive. As a filipino is does hurt and it makes us think with denial that what Rwanda may have achieved based on the article is just too good to be true(I will be posting some data when I have the time).
Hence a comparison into their systems is a good way of taking the perspective from another point of view.
Of course we can't rely on our homegrown sources of information since most of them have the ulterior motive of keeping us at bay. No system is composed of black and white and does not conform to absolutes which is what most people think about when it comes to comparing things. It is always a good way to maximize the good and minimize the bad from a system.

While were at the topic of Africa, China has been heavily investing in a lot of things in Africa, consumer/industry goods, infrastructure. Very bold, but now seemingly a very fruitful economic venture for the Chinese. At least Africa, as a continent, is luring FDIs this way. Hopefully, the AU and various governments in Africa can turn this into a way to stabilize the entire continent.
