if its only competetion is manila ila e contra ug uban na medyo un urbanized... aw no doubt cebu.. paet sa manila gasto nya heavy traffic, davao unta just because its in mindanao its economy is hurt because of its location other than that nindot bya gyud ang davao

This is the worst assessment ever. The panelist only consider heritage, infrastructure and etc as the factor on this assessment. Just because a city that is rich in historic buildings doesn't mean this city is a "livable city". Lapu2x shrine and "wonderful" beaches won't help its citizens if most of them are underemployed if not jobless.

Why didn't they include jobs, economic stability, affordable houses, crime rate, access to hospitals, affordable education as factors for this assessment. That's how you figure out as to who are really those LIVABLE CITIES. Is Cebu still tbe he number 1 if we add these factors?? Hmm...
