Galibog ko sa inyong comment. Naa ko Skype installed sa ako computer, then naa pud ko XAMPP. Working man sa akoa lagi ang PHP nako.
Then sa ako Linux naa sad Skype installed, working pud. The same ra gyud ang port, 80.

port rana na conflict try gai close uban imong app nga ngrunning esp. ang skype(exit ang app) nia ipa run ang xampp/wamp after mo run na ang imong localhost pwede nka mka skype. naay uban same og port gd.

Same problem nako sa una. Hantod wla nlng gyud ko nag-install ug php.
Pero wla man ko Skype that time. Murag Windows component ang nag-listen.

Yes it's true. Skype is always the culprit but what about those who are not using Skype? I'm also using Skype but it did not report a conflict.
If you encounter this error, you first have to check which application or service is using Port 80. To do this, go to WAMP server (in my case as i'm using WAMP) and click Apache, then select Service. There you will see the option "Test Port 80". A DOS console window window will appear. See screenshot below.
In my case before, Port 80 was used by Microsoft HTTP API (because I was using IIS Express and WebMatrix). I disabled the Microsoft Web Deploy in the Services and Port 80 was freed.
