in resposive layout you need to defined the max-width to make it really work, its called wrapper ang sulod ra niya maoy nag gamit ug percent instead of px...

Fluid/Responsive
Wrappper <-- uses px in max-width
Inner Wrapper <-- uses percent in width
Column 1 <-- uses percent in width
Column 2 <-- uses percent in width
Column 3 <-- uses percent in width
Column 4 <-- uses percent in width

Elastic
Wrappper <-- uses percent in width
