Hi i have the same problem with my tungsten e, but mine is alot older than yours, so i e-mailed PALM Singapore and this is what they told me to do... i haven't tried it though but i hope this helps.

Thank you for the feedback. Before we could conclude that your device thus really require servicing I would like to request you to please try to perform the procedure below. Just a reminder that before doing the below procedure please insure that you have backed up your data by performing a HotSync operation.
This type of reset will refresh the battery gauge in the handheld.
Connect the charger and charge the handheld.
While the handheld is connected and charging, please perform a soft reset.
To perform a soft reset, poke the reset hole at the back panel of your handheld. DO NOT REMOVE IT FROM THE CHARGER use a paper clip to press the reset button inside the reset hole at the back of your TUNGSTEN E.
After doing the above please observe the battery condition of your device. If no improvement is observed then we could conclude that servicing is required.
