Based on the picture and how the bottles are lined up and the guy some kind waving his hand, I think they're having a lecture about beer, you know, the taste, composition, alcohol content and such.

I think they're on an R & D.

Alcoholic beverages allowed in government offices You have to be kidding me. And the mayor acts as if its ok. This opens the door to other government agencies to do the same
