i just came from pampanga few weeks ago.... you try tracing POAC. Pampanga oldschool club. Tell them you know somebody from oldschool cebu bro they can help your brother on looking for a shop. Anyway, shipment manila to cebu via sea is around 12k more or less. You dont need an updated registration for that, just present it and pay.
