Yes there's supposed to be a reserve parachute in case of emergency but according to The Inquirer, he might have lost consciousness as he was spinning out of control that he wasn't able to pull his reserve parachute.

The big question here is why did he jump alone? It should be a tandem jump if it was his first time.
