here is the reason why they are going to buy the horses.

with the growing tourism in that place, the roads and much of the place might not be the same as before.
indeed there are still rough terrains but do you think the PNP will patrol there?
those horses may just be for the purpose of having some "eye candy" so the PNP would look more macho or something.
and besides, horses have limitations too. have you seen horses climbing up inclined portions of rocky terrain? or sliding around muddy patches?
if you compare horses to a generic PNP patrol bike, which is larger?
another thing to consider is the maintenance of the said horses. does the PNP have stables for the horses? sure they don't that woul mean another hand in their purse.
they should seriously work on getting new recruits good handguns instead of buying horses.
