... If you mean strict as in applicants should be given tons of exams and seminars before they acquire their license?? of course, it will curb down accidents. Most road accidents are caused by undisciplined drivers, not knowing the proper rules of the road. But before this is done, first there should be a clean up in LTFRB and LTO of the corrupt employees. Those who accept submarines should be plucked out.

the answer is pretty obvious..

well, the applicants have to get a written exam, then a seminar, then a 20-hour highway/city driving with a professional driver, then another written exam, then a road test.. if he fails, then another road test.. if he fails again, then another road test.. then another.. then another..

bitaw no... sa US ra jud ko kasuway naay mga tests-vision, road signs, written, actual... sa Pinas wala jud tawn...

.. here in LTO, they don't even have optometrist in their test centers. They only let the applicant read the Snellens Chart; the chart with the letters on it E, E P, T O Z. and there have been lots of applicants who just memorize the 20/20 line set of letters DEFPOTEC.

this topic is just the tip of the iceberg if we talk about vehicular accidents in our country brought about by undisciplined drivers. but I do believe that they ("paugat" drivers) are on top of that list. aside from the major overhaul of government employees (LTO): road signs, traffic lights, and just common road cortesy should also be given top priority. it should start somewhere... maybe a more comprehensive written and actual road test should be adopted and I guess the rest will follow.

pero aside sa tawo, naa man sad gud ta mga balaud nga wala ray gamit kaay walay implementasyon. Ultimo requirements sa driving, lusot ra basta naay kwarta.

this could also work, pero i don't think it would be very effective though. you know na mga pinoys, mo obey lang sa law pag makakita ug CITOM pero pag wala gani disregard lang ang balaod. Just like sa mga designated jeepneys stops gud. pag makakita ug CITOM, dili jud mo hunong or mo pick-up ug pasahero pero pag wala gani miski asa lang hunong ilang sakyanan.
