    Since naa may designated areas nga pwede labayan, didto lang dapat mocollect ang garbage trucks or kung kinsa man ang mocollect. Kung wala gani nabutang sa designated areas ang basura, di gyud dapat puniton hangtud manimaho na na diha. It's a way to discipline the people para ilabay sa sakto nga lugar ang ilang mga basura kay kung dili, sila man gihapon mismo ang mosuffer.

    I don't think that stricter implementation of the law will do it 100% kay daghan lang gyud kaayo gahi ug ulo or just plain illiterate and inconsiderate. Dapat madisiplina ang mga tao and let them feel kung unsa kahassle nga di kuhaon ang basura para sila mismo maningkamot labay sa sakto nga labayanan. I don't think that it's that hard to do.

    Sa mga ginagmay nga infractions, we have the authorities for that and that's where implementation comes in.

    Other than that, maayo unta mocome up ug program ang gobyerno to encourage everybody to be proactive and help clean the streets. 1 weekend every 3 or 4 months will not hurt to promote the environmental and cleanliness awareness.

    No More plastics bag sa mga groceries/supermarket and even sa mga small stores.
    just like here in Muntinlupa plastic bag is ban na dyud.City ordinance na nla.

    even though i was just joking about it, let me just expound on something.... though throwing garbage anywhere is a minor act but has a profound effect collectively... one piece of plastic thrown in the drainage may not cause a blockage, but multiply that by thousands...then we have a flood problem that can kill, destroy, and annihilate lives, infrastructures and livelihoods (mura nag economic sabotage pataka labay basura..lolz)... the only way to have discipline is to implement strict and extreme measures...death penalty maybe too extreme..hehehe... i don't agree with penalties, much better if the people caught should do manual labor by cleaning drainages, canals, streets, etc... for 1 day - 1 week or upto 1 month... trust me, mutagam gyud na... mas klaru pa mabenefit tanan kesa kanang penalty2x....

    it needs budget to change cebu/phils... and that we don't have.....

    It can never be cleaned..... mamatay nalang tanan mga poster diri....

    cebu/philippines will never be like japan....

    those who keep throwing garbage are those uneducated people.... mga squatters...

    those areas nga walay garbage collector mo agi.... so asa man padung ilang basura?

    kara-an na kaau nang resolution nga stop throwing garbage.....

    it can't be helped....

    penalties can come in two forms, the first being what you elaborated already which is basically community service, while the 2nd is monetary fine. bayad sila sa gobyerno or trabaho sila sa gobyerno for free. I do not know if naga implement ba atong system ug community service as a sanction to violators. I know naa for traffic violators both pedestrian and motorists(they hold a one day seminar or something)

    ang gamit sa penalty aron ma hadlok ang mga taw mo buhat ug dili maayo
    bali wala ranang penalty kung mo sunod lang ta sa balaod

    naka daug sa pinas.. kung i stricto ug implement ang balaod.. mag ingon2x dayon ug dictador

    good quality of education + dagko nga fines/penalties + strict implementation = success
