I already referred to a bookkeeper pero she said na wala sila kahibaw sa rate kay taga-city hall ra ang nakahibaw ra ana. City hall daw ang mocompute then dawat nalang sila sa computed amount. My problem... wala koy access sa city hall.

It's best if you go directly sa city hall. Do not go to the fixers.
