With 30k below budget, you can start with an entry level dslr. May it be Canon or Nikon. yaw na sayangi imu panahon ug utong arun makakuha kag mid/semi professional camera. Naay mga istoryan diri nga entry level ra ang cam pero i can say na advance/pro na ilang mga kuha. Pero sa gi suggest ni Hayden ug teemooy if kana man galing, since D90 and 50D will cost you around 40-50K ang imu time while ga tigum ka read/visit articles about photography usa kay para inig click nimu sa shutter perfect na imu shot. like kanang murag nag gamit ka ug cam nga film pa ba. I started out with a film cam(not to mention nga pain in the arse kaayo ang pag pa develop/scan sa rolls) pag switch nako into digital i still consider nga dapat as much as possible every shot jud makuha ug sakto. just my 2 cents. amateur ra pud ko.

share lang ko gmay ha ahhhh check your budget first. then kung kaya nmo ang mid level nga dslr get one. pero osa sa imo i consider ang lens. kay once nga nag start ka ani nga bisyoha 2 ra gyud imo padongan. 1. mohunong ka kay gastos or 2. mo proceed ka bahalag gastos. kay once nga dili ka satisfied sa imong lens mangita nasad ka ug laing laing lens nga para mo suite sa imong interest. mag agi paka ug mga laing klase osa ka mo undang ug pamalit hehehehe based on my experience sa ng start pako naglibog asa padong mao sige palit ug lens sige ilis so karon nka decide nako asa ko mao nga looy sa Ginoo ni stay nako sa akong mga sets of lens

pra nako get d5000 pang entry level or huwat2x sa d90 jd.bsan pang entry level imu gusto sah na cam bt hilig mn jd kaha ka sa inana na field and i know bcn mo pursue jd ka...my suggestion nikon d5000 or d90,hehehehe

Kon maka fixed naka unsa imo cam gusto, go to buy & sell section daghan 2nd hand DSLR nindot and u can get more with your budget.
