Dear Fellow Officers,
As you maybe aware or have heard of, the European Maritime Safety Agency
(EMSA) conducted a series of audits on 2006 and 2010 on the quality of
maritime training, assessment and certification of the Philippines. The
audits resulted in serious non-Conformities which the previous
administration seem to have ignored. Due to inaction of the Philippine
government, EMSA, in its letter to Malacanang last May 2011, threatened
to withdraw recognition by EU countries of all Philippine-issued STCW
certificates.
The Aquino administration did not take this sitting down. A Technical
Working Group was put in place and it came up with the Corrective Action
Plan. Part of the CAP is the revision of the Management Level Course
(MLC).
The following provisions are worthy of note:
All Senior Officers whose Certificates of Competence (COCs) were issued
BEFORE 01 February 2002 are EXEMPTED from this revision
All Senior Officers whose COCs were issued from 01 February 2002 until
31 December 2011 are covered by this revision, which means they need to
take the MLC Functions BEFORE they can re-validate/renew their COCs
All Senior Officers who are covered are REQUIRED to take ALL the MLC
Functions (3 functions for Deck and 4 functions for Engine)
All those who have completed the short versions (10-day MLC) and those
who have partially completed some MLC functions from the past will need to
re-take and/or complete the revised MLC functions.
Operational level Officers who wish to take the Chief Officer or Second
Engineer examinations need to complete all MLC Functions first in order
to obtain a Notice of Admission which is a pre-requisite for the Management
level examinations
The 3 MLC functions for Deck will run for 33 days while the 4 MLC
functions for Engine will run for 44 days (hence, roughly 11 days per
function). Tuition fees are in the region of Php30,000 for Deck and Php
40,000 for Engine (plus/minus).
The revised MLC will take effect 01 January 2012, meaning those whose
COCs will expire until 31 December 2011 can still renew without completing
the MLC functions. Validity period however may be shortened by PRC.

provide the MLCourses:

According to the implementing guidelines, a maximum of 24 students only
per class is allowed. In view of this, suggest you start contacting
these training centers for reservations.
