if the ISP implements a QoS, then it should be to speed it up to meet or exceed the subscribed speed, you pay a premium to have a Static IP Address after all. customers who are mostly businesses and/or individuals who host their own server(s).
dynamically allocated IP addresses can also have QoS by blocks and/or IP ranges, this is what i do for my clients who have WiFi Hotspots in their restaurants/hotels. i can allocate more bandwidth to internal servers/desktops, and a set amount of bandwidth to a range of IP Addresses for customers who come in to use the Hotspot.
