I third this suggestion. We actually processed our own application and got the go signal from the Central Intake Office to proceed to the next step (embassy interview). Unfortunately, we had a change of plans/priorities so we decided not to continue.
Our point: If you are educated and if you are focused about the application, you can really wing your way. We're proud to say we got a response a month or two after we filed our application. We have acquaintances who paid 60k for an agency to do the paperwork for them at a much earlier date, but na-una pa ang among response.
One more thing, when we decided to withdraw our immigrant application, the embassy was quick to inform us that a
full refund of our application fees is being processed. Had we coursed the paperwork through an agency, it's highly likely that the money is good as gone.
We don't know if there are actually any truly "reputable" agencies out there. Those listed by the POEA kay mu-attempt pa man gali ug pangilad, but that's another story.
