A KILO of the cheapest rice and a can of sardines.
These are what workers can buy with the pay increase that employers are willing to give following President Gloria Macapagal-Arroyo's order on Labor Day to raise the minimum wage in 30 days.
An official of a major business organization, who requested anonymity, said businesses were willing to raise the minimum wage by P25 to P30 a day, equivalent to 8.3 to 10 percent of the current minimum pay of P300 in Metro Manila.
But the official said any amount bigger than this would force businesses to scale down or stop operations.
He said the P25-P30 wage increase was halfway between the P15 offered by capitalists and the P50 demanded by Ms Arroyo during their various meetings a few weeks before Labor Day.
The P25-P30 wage increase offered by employers, however, was considerably lower than the P78 across-the-board increase being sought by the moderate Trade Union Congress of the Philippines (TUCP) and the P125 demanded

Workers have been clamoring for higher wages amid the unabated rise in fuel prices and the resulting increases in the prices of basic goods and services.
The minimum wage of P300 a day in Metro Manila is already way below the P663 family living wage for March estimated by the National Wages and Productivity Commission (NWPC). The estimated living wage applies to a family of six, according to the NWPC.
Outside the metropolis, the minimum wage ranges from P159 to P250 a day.
Businessmen interviewed by the Inquirer supported the President's order for an increase in the minimum wage to enable the masses to cope with the rising cost of goods and services.
Francis Chua, president of the Federation of Filipino-Chinese Chambers of Commerce Inc., said that while not all businesses could afford the wage increase, "it is about time that businessmen consider seriously the hardship of their workers and help them cope with the high cost of living."
Sergio Ortiz-Luis, Philippine Exporters Confederation president, said Ms Arroyo's initiative to provide relief to workers was timely considering that most Filipinos could not cope with the surging prices.
"We don't think it's interference on her part. She [the President] has the right to use moral suasion in this case," Ortiz Luis said.
Pathetic
In the House of Representatives, Bayan Muna party-list Representative Satur Ocampo was unhappy with Ms Arroyo's order to regional wage boards to increase the minimum wage by the end of the month.
He described the order as "pathetic and destabilizing."
Ocampo said the President's order would not quell increasing labor unrest because wage boards had historically recommended "pitifully low" wage increases.
"She is really asking for it. She never fails to ram policies like very low wage rates and very high labor flexibility into the throats of the poor. That is why the people's dissatisfaction runs deeper than ever," Ocampo said.
He urged Congress to pass a P125 across-the-board wage increase.
House Majority Leader Prospero Nograles, however, said that if a wage increase was legislated, it would be lower than the P125.
Bayan Muna and its allied militant party-list groups, Anakpawis and Gabriela, have been pushing for a legislated P125 across-the-board daily wage increase since 2001.
Besides a P125 increase in the minimum wage, House Bill No. 345 seeks a salary increase of P3,000 a month for all government workers.
Balance
Administration lawmakers lauded the President's order.
Representatives Ernesto "Bansai" Nieva (LP, Manila) and Marcelino Libanan (Lakas, Eastern Samar) said that contrary to claims by the President's critics, the government "recognized the fact that the present minimum wage must be adjusted to reflect the higher cost of living."
Nieva said the President acted on the workers' pleas for a wage adjustment but took into consideration the capability of employers to comply with the increase.
"The President's decision setting a time frame for the wage hike is the best way to give relief while protecting business and job opportunities," he said.
Libanan warned that a big wage increase could spell doom for the economy.
Unemployed
"The President's decision was timely, necessary and lawful. She had to balance the interest of our workers and the effect of a wage hike on present jobs. A wage hike will be useless if businesses will shut down," he said.
During the hearings for the proposed P125 wage increase in January, the Department of Labor and Employment (DoLE) and the NWPC said workers' woes would be better alleviated by bringing down the cost of living through price monitoring and jobs creation.
The labor department and the NWPC cited projections by the National Economic and Development Authority (NEDA) that the P125 increase, if approved, would increase the number of unemployed this year by 2.56 million and raise the inflation rate to 13.4 percent from 5.5 percent last year.
The DoLE yesterday said it would hold a series of public hearings on how much the wage adjustment would be for workers.
Secretary Patricia Sto. Tomas urged all interested parties to attend the hearings.
"Anyone in the community can attend," she said in a radio interview. She said the amount of adjustment would vary for each region and should take effect on or before June 1.
Sto. Tomas, however, could not say how much of an increase the workers could hope for, or what the range of such an increase would be, in regions such as Metro Manila or Central Visayas.
The labor chief said the amount would depend on the outcome of the hearings. Both the labor and employers' groups, as well as economic planners, would be consulted before any final recommendation is made, she said.
Also, some of the wage boards may finish ahead of the President's deadline and announce the adjustments before the month ends, Sto. Tomas said.

imho... wages should not be legislated nor imposed thru presidential proclamation. Let market forces determine wages..... Ang sweldo sa kada tao mag agad unta sa iyang abilidad, ka lantip sa pangutok, pagkaproduktibo sa pagtrabaho ug ang iyang total nga contribusyon sa kinatibuk-an nga paglambo so negosyo. Legislative and presidential action granting across the board increases is in my opinion, punishing the star performers and rewarding the inefficient & unproductive workers....

Ang problema karun bay kay WEAK man ni atong Presidente. Naa man ni utang kabubut-on sa mga negosyante kay nitabang baya ug gasto sa eleksyon. Usa lang ka hunghong sa mga negosyante bay wa na atras dayun ni si GMA.
