If however you have an OEM license that came pre-installed on a machine that you bought, then NO. The OEM license lives and dies with that machine it was activated from. Now Microsoft does allow you to change the hardware to a certain degree (eg. install a new hard drive, add more RAM, upgrade to a better graphics card without requiring another license), except if it's a new motherboard. If you're putting a new motherboard and different to the original one, then Microsoft considers this a major change to the original machine the OEM key was activated from thus requiring you 'legally' to get a new license.
