there is no such thing as a best programming language
The concept should applies to which programming programming language to use to that kind of project/market.
Desktop applications, graphics, PC programming:
C, C++, .net, c#, Java, MFC......etc
Devices:
c#,c++, java........ etc
WEB related:
perl, asp, jsp, php, cgi, javascript/ajax.......etc
Databases:
Oracle, mysql, postgre, msaccess..........etc
If your boss/client asked you to to do something....... It could be any language as long as it meets the objectives.

C spawned a lot of languages -- Perl, Java, C++, JavaScript/ActionScript, Objective C. So it's easy to learn them if you know C.
Actually, you can learn 3 major languages.
Compiled/Native -- C/C++
High Level -- Java or C#/.Net
Scripts - Perl or Python or Ruby
If you know them, your future is bright.
If you examine the TS, he is mostly found in at SALE, Classifieds > Pets, SPORTS, ANIME. That kind of questions proveds to me that he is not interested at all, just wandering around the forum you got to be careful guys, save you advice to those who really deserved.
Information is free in the first place. It doesn't matter where he/she came from.
Perhaps it's the new learner trying to taste what's coming for him/her. Perhaps a favor of a friend/gf/bf or relatives.
