it is habitable... but not yet....
The water might be too little to sustain a population...
I thought in few years of time, moon will be utilized as a space center for space exploration.

One reason is that if you launch a space shuttle there, it would only utilize a small percentage of its fuel
to be outside of moons gravitational pull (because it has very little gravity). Therefore, they will have more fuel for exploration.

Secondly, scientist will have vast space for its experiment in space travel or having space observatory.

Although, the problem on food and water and fuel would be in great factor...

if someone can manage to produce oxygen from water (thru electrolysis) it won't be sustainable. the gravity of the moon isn't that strong to be able to hold an atmosphere capable of supporting life.

Ok, we can produce oxygen through electrolysis, but, there should also be the OZONE Layer... A thick one..

Plus atmosphere pressure inside that OZONE Layer should be the same sa atoa diri.
It should shield anything that comes from the sun, Radiation, UV, etc.

Water alone is not enough, but its a start..

sakto pud si insect111, about sa gravity.

Anyways, if moon is habitable, I won't live there..
    Daghan au lungag ang MOON..

but if naa'y defense against asteroids/meteors, why not...

if the moon is habitable underground (radiation shielding) as quoted by rodsky, if its already inhabited by a village, then water business from the earth will be a great value investment

regarding ozone layer, naka remember ko sa G.I. Joe na cartoons that cobra invented an ozone emulator or something hehehe out of this world kaayo but who knows someone can invent.

medyo lisod pajud nang maghimo dha ug atmosphere, pero ang ilang buhaton a Lunar City inside a large dome. nga airconditioned .

dako kayo gasto cge hakot tubig from earth . however water is now found there . mas sayon nalang and pag stay didto . abundant resource nana cya sa oxygen/water .

    not for long,

an elevator wil be installed to take load from earth to moon . using a very hard material callde. carbon nano tubes.

You cannot "build" an atmosphere on the moon--its low gravity will not be sufficient enough to hold the atmosphere in place, and it would "bleed" off into space.
