Correct, but since hayag na by 5:00am, best time to start watching would be from 2-3am.
Additionally, what people keep forgetting is that it's usually the peak times that get published. Right this very minute, there are Perseids already falling into the atmosphere, but it's not the peak time. Which means, if you get lucky, you can start observing as early as 8pm tonight. I personally doubt the reports of good ZHR for the Perseids this year, but then I could be wrong.
