In my mind the "best Martial Artist" is the one, who is able to teach on what he has learned and train as many "good" students and instruktors as possible, since if he is a good teacher these things might be able to save peoples lifes (it has for several of my former teachers, their students and even some of mine back in DK. got out of harms way)......I mean Chuck Norris and Bruce Lee, yes they are impressive, but a lot of what they did is for them self, i mean they are actors and competing and known for that....So if they really are the best, not in my mind....

That is IF anyone can call them self the best, there are many good teachers, it also depends upon what you are looking for in a teacher as a student.....
PS. and if the question only was meant as "the best fighter", then how can you know without having been in a fight with every guy on earth?

Miyamoto Musashi, FYI, have never been defeated. It's true. If he was he would have died. Many were sent to assassinate him and all failed. It was during the time of 17-century Japan. He killed his first opponent, a master of Kendo, when he was just 13 using just a stick against his opponent's sword. He defeated all forms of armed combat with either a stick or a double sword. He is the author of the book - The Book of Five Rings.
Another great martial arts teacher that started Jiu-Jit-Su into what it is now is Shogun Maeda.
