This is the purpose of this research. To determine how gpu reacts with Hi CPU Clock. Even if your gpu is on stock settings but your CPU is on higher clock (OC). you can still get hi FPS.
The GPU doesn't actually react when you overclock your CPU. the total increase of your 3d mark 06 score is being boosted by the CPU score. The GPU score is relatively the same.
Example:
Quite surprisingly only less than 200 sm3.0 score separate between my HD3870 crossfire and loloys' 9800gx2. Hehe. I don't think sm2.0 is that significant. Since we're not using DX9.0 anymore. But Loloys score has a lot of CPU power that is why it reached 17k.
Here is my recent score on a mere E6600 CPU but check out the SM3.0 score.
So 3dmark 06 is basically more dependent on CPU power which is the CPU score. this is one of the flaws of 3d mark 06 because it relies heavily on CPU score and GPU tests are somewhat influenced by the CPU.
However on 3d mark vantage these CPU dependency have been fixed and you get more accurate info on GPU tests.
Hell even an 8800GT can reach 16k 06 score on CPU overclock alone and crap out in more recent games.
