i didn't disable my onboard video manually. i just put in my ATI card then didnt do anything na dayon sa ako onboard. why?
19" LCD monitor at 1440x900 resolution, bro. i didn't try lowering the resolution though. bati naman gud ky pixelized na.

it might create a problem if your mobo will not auto-detect on what is being inserted for the display.
also, I ask for the resolution cause, it might be possible that your LCD has a high resolution while your ATI card cannot support the output. imho
try to check if there are any settings on the BIOS that might be related on the AGP/Display/Video
have you tried putting a regular monitor? to check if it will display.
(not sure if this was asked already.. sorry)
soory bro. I checked on your card. and its nice. it should support your 19inch LCD.
Kindly chec some settings on the ATI Video Card Properties. there might things there na enabled or disabled accidentally.

i tried capturing the scenarios but the screenshots looks fine ra. toink toink toink kaayo. maayo pa screenshot nalang ako tan-awn. hehehehe... but i'll try upload a screenshot once i can capture the actual scenario.
