Yes, according to the bible:
9 The heart is deceitful above all things, and desperately wicked: who can know it?

10 I the LORD search the heart, I try the reins, even to give every man according to his ways, and according to the fruit of his doings.

17 That the man of God may be perfect, throughly furnished unto all good works.

so to be called or be seen perfect by God is to follow and fear HIM and do all good works that HE commanded to us.

A perfect person in the eyes of God is a follower of His words even no one has seen his/her works.
That perfect man will do the will of God in public and in private, no hypocracy.

God's creation is Good, but not "perfect".
God created it all just right.

Human are the ones who invented the word "PERFECT".

Perfection is relative.

What could be perfect for a person might not be perfect for the other person.

Even in any of God's creation you would not find a perfect circle or a perfect sphere.

There is no perfect straight line in nature.

All things in this universe changes in time.
So its is useless for God to make it perfect
because it will just change in the future to become imperfect.
