No legislation has ever been made to impose Sunday worship. It may have been called by the pope in the past but it didn't have anything to do with breaking the Sabbath as you imply but rather a call to acknowledge the Day of Resurrection in place of the Sabbath after Jesus did away with ceremonial laws in which the Sabbath was generally practiced.
I am not a Catholic, but the position of the Catholic Church with reference to Sunday observance (in lieu of the Sabbath) is a matter of Theology aptly observed in light of the Biblical Resurrection. The same position is held by non-Catholic Christians in celebration of man's redemption from sin and his break-away from the bondage of the "Law" which upholdsthe SUBSTANCE rather than form to which man must relate to his God which is " 'Love the Lord your God with all your heart and with all your soul and with all your mind.' and 'Love your neighbor as yourself.' Besides, do you think that by being strict in your observance of the Sabbath would make any Adventist any better before God? Of course not...between obedience and love...love prevails.
Further, how do we know that the Sabbath observed in the olden times is the same sabbath we observe today? There weren't any accurate calendars ever adopted until the 15th Century. You can just imagine how many times the Sabbath was altered [due to the lack of it] from its original observance since the time of Abraham. Notable of which was that of Julius Caesar (45 BC) in which it ran eleven minutes short--a deficit that accumulated gradually over the centuries so it means that the true or original Sabbath day may not be at all the same today as it was before.
Your false sense of "a prophecy come true" is compounded by the fact that you misread papal encyclicals to suit your eschatology unaware that many of these encyclicals were deemed obsolete or overridden by new Theologies.
The Roman Catholic Church as it is now, recognizes the authority of the state being above the church. The business of the church (like any other church) is to guide its flock to the standards of ethical behavior enshrined in their individual theologies than "to legislate" (according to your prediction) for the state what is the true day of worship. This is perhaps one of the most ridiculous predictions ever came up by a religious denomination. History tells us that the catholic church has learned its stupidity already of the dire consequence of being involved in government.
