The way to keep a library alive is to USE it. if people frequent it, read the books in it, and pay the small fees, the library will be useful. Then people won't want to close it.

Of course, with the Internet, people use books less. But if the library has an internet connection.... hmmm... Some libraries are doing that in other countries.

Library is a facility that should be offered by the city, it is their responsibility to maintain it...look at the local government code. It is unlawful to close a national library.
