How and where can I upload my avatar? Help?

I have already lowered the pixel size and all but still I have the same problems?

Ack the 65 x 65 is too small! An 80 x 80 should be best. My face is distorted in this avatar, argh.

resizing pics could be done with ease when you have the latest ms office '03.. edited and resized my avatar using microsoft office picture manager..
