you answered it yourself, because the law is the law and that is a provision in our law. the presidential powers of the commander in chief is the panic button just in case that's why this provision was made. the decision could be political but it is good that we have this provision so that everything does not need to be reviewed by the senate, worst the congress because it would become "more political". the president has the power to suprsede a supreme court ruling. of course she can because these justices are presidential appointees in the first place.
personally, regardless of the personalties involved, there is wisdom to this provision of the law.
if i am not mistaken even mere governors in the U.S. can stop an execution.
