    update:

Hospital: Staff didn’t put tape on baby

    Tuesday, May 20, 2014

THE Cebu Puericulture Center and Maternity House (CPCMH) came to the conclusion that its personnel had nothing to do with the medical adhesive tape that was placed on the lips of a newborn in its nursery early this month.

This was stressed by CPCMH lawyer Cornelio Mercado in a May 16 letter to Department of Health (DOH) 7 Director Jaime Bernadas.

The baby’s parents, Ryan Noval and Jasmine Badocdoc, went to the DOH 7 office yesterday to follow up on the case, believing that CPCMH had completed its in-house investigation.

But Bernadas said the document submitted by CPCMH pertains to its initial response on the issue and the hospital has yet to submit the final report of its in-house investigation.

“The initial report was the same (one) given by the lawyer to the media. It was just a general statement, there were no details,” he said.

    Joint probe

In the letter, Mercado asked DOH for a joint probe on the incident.

Noval posted on Facebook a photo of his child whose lips were sealed with medical adhesive tape.

Mercado said there was no pacifier in the photo.

“We have asked resource persons on methods, angles, style, etc. of the recording using e-gadget…and (we found that) the imminent author is the person who has the device and posted the result,” Mercado said.

There was a report that a CPCMH nurse put the tape to prevent a pacifier from falling off the baby’s mouth. The DOH said it discourages the use of pacifiers on newborns.

Mercado also said Noval took photos of the other newborns in the nursery without permission.

Noval and Badocdoc said they plan to file a case against CPCMH.

“We are really disappointed because this is not what we expected. They asked for a week to investigate the issue and we gave them that,” Badocdoc told reporters yesterday.

The couple said their lawyers are preparing to draft a complaint against the hospital.

Sun.Star Cebu tried but failed to get the CPCMH lawyer’s comment on the issue.

Bernadas said members of the Regional Subcommittee for the Welfare of Children (RSCWC) will meet at 2 p.m. today to discuss the case.

The inter-agency meeting will be participated in by the Commission on Human Rights, Department of Social Welfare and Development, Philippine National Police and Department of Interior and Local Government.

Bernadas said that subcommittee will look into the safety of the patient, protocols at the hospital, standard operating procedures, and licensure monitoring and renewals.

I showed the story to my boss who is a nurse here sa CA..dili gyud daw angay butangan ug pacifier ang new born labi na butangan ug tape kay sensitive kaau na ila panit..there should be enough people ang mubantay sa mga babies sa nursery.
