Dapat sad tagaan pag tagad ang pagdevelop sa mga probinsya para dili congested na au ang Manila nga hinungdan sa kabagang traffic. Ang nahitabo mga probinsyano ni adto Manila aron manimpalad biyaan ang probinsya kay walay saktong pangitaan. Naa untay comprehensibong programa ang gobyerno inubanan sa tanang sector sa katilingban ;NGO, simbahan, etc in a form of education ,seminars, assistance ug uban labi na sa Agrikultura para di mahuot ang Manila.
