    we myt recall in 2006 that the quality of education in the country had sunk to its lowest level...of course, the quality of education cannot be done overnight. The reading skills suffered with many Grade 6 students unable to read.

    and consider this: of the elementary school teachers tested for English proficiency in the school year 2006-2007 by the DepEd, only 60 percent passed.

    The secondary education teachers fared worse -- only 20 percent passed, 70 percent were below the desired proficiency and 10 percent failed the test.

    these are full-fledged teachers, pointing to the tremendous impact on the entire educational system of teachers who fail to master English, the medium of instruction in all public schools.

    AND REGARDING DePEd AS ONE OF THE MOST CORRUPT, it was 5 years ago then.

    “Five years ago, we used to be the top five most corrupt agencies because of the scandals involving textbooks, uniforms, luxury vehicles, furniture and classrooms. But this has changed,” Luz clarified. The SWS 2003 enterprise survey shows that we are the fifth cleanest after the Supreme Court (SC), Securities and Exchange Commission (SEC), Department of Health (DOH), Department of Budget and Management (DBM). Sixty one percent of the public survey believes that the DepED is sincere in cleaning up corruption.     wow such BIG BIG budget for DepEd...I'm just wondering why I need to pay for STUDENT EDUCATION FUND (SEF) added to property tax payment for my property which I bought recently in Alcoy. This really surprised me and knowing with so much budget why I need to pay SEF? ang why added to property tax which dili nman sila related..

    It's very depressing to pay taxes which u knew sa BULSA lang ang bagsak.

    tanang agencies man jud naay corruption. but since ang pangutana sa thread kay unsa ang most corrupt, sa akoa tan-aw, ang Customs, ang Bureau of Internal Revenue, ang Philippine Ports Authority, ang Comelec, ang Department of Justice, ang DILG, etc. padayun ang listahan.

    ang dali ma associate ani ang Department of Finance because of BIR and BOC.. pero lately wala gyud d i mapili.. fertilizer fund scam sa DA, euro generals... kafaet... way mapili...

    aren't all the bloody agencies super corrupt? I don't think there's any single one agency that's more corrupt than the other... imho

    pinaka corrupt sa tanan ky ang Local Government ky dili makita ang binuang hangtod lng sa chismis..maayo pa ang GSIS,BIR, Customs ug uban pa.. ky masaway.. pero ang local,, Mayor,Governor, Brgy Chairman ky hangtud ra sa chismis...wla action kau makita..
