    the law is specific.. stealing in times of calamity is still a crime same goes as stealing when you are hungry is still a sin.

    How can pro-looters justify themselves considering many of the stolen items are not of basic needs ? will they turn over themselves after the city had recovered ? doubt that.

    These mall owners doesn't own most of these goods, most are consignments are most likely being supervise by their own sale personnel. Even shop lifted items are not insured what more the whole stocks and I haven't heard a store owner made himself liable to stolen consignments. The burden still lies to the poor consignees.
