Mandaue was part of the Sixth District of Cebu joined with the Municipalities of Cordova and Consolacion. In 1991, however Mandaue was qualified to be an independent Disrtict but the corrupt Congresswoman Nerissa Soon-Ruiz insisted not to do so.

Mandaue was left waiting for almost 20 years for it be called an independent District. While Lapu-Lapu City was granted the lone District after only a year. What could be the motive behind these actions. Also, Cong. Ruiz started at the bottom of the pack on the Hierarchy of Congress based on assets, but after almost 18 years on position, she ascended the ladder with few visible projects done.

Cong. Ruiz is just one of the many corrupt leaders in our country. With the coming elections, I hope we make better choices and scrutinize each candidate. Afterall, this is for our future. Its time to make a change.
