I'm using Flex Builder for my flash projects, i feel comfortable with it rather than Flash cause its more on developer perspective rather than designer one. It support 3D, i don't know if it has all your needs..
to be more specific, I need these following:
1. Can support any of these: ACIS SAT files, BritFair, IGES, or 3D DXF.
2. Modules/Class that support 3D modelling, transformation, geometric functions.
3. Built-in classes that supports DirectMedia wheather via OpenGL or DirectX.
We use this in our office --> Spatial | 3D Software Components for 3D Modeling, CAD Translation, and 3D Visualization
Part of our plan is to integrate this via public site. The company introduce us their technology that supports web but they still haven't told us how they implement, price is expensive, however inorder for us to evaluate we got to try it in our own first.
We are intently looking on Silverlight, I've seen some cool demos on it, but being cool is not what it is behind the scene... coz they hired experienced and well trained users just to market the product.
Please share your knowledage about flex.

yeah, curious pud ko aning flex dahh..
flash is really more for a designer/fine-arts.. even though it has actionscript, all that frames and timelines from a developer's perspective is too distracting..
Sorry mark, I havn't touch 3D capabilities of Adobe Flex. My current work is not inclined with 3D, its more on data(xml). I'm just satisfied enough with the rich controls flex has to cater my needs. I just saw examples in the web about 3D. You can ask help from mr. google then evaluate the examples. For me the only advantage of flex againts silverlight is that it is cross platform, moonlight for linux is not yet that reliable today.
Mark, I haven't touched on the 3D aspect of FLEX like nullpointer I am taking advantage of Flex's Data Services capabilities.
